In Astana, Deputy Prime Minister – Minister of National Economy of the Republic of Kazakhstan Serik Zhumangarin held a meeting with representatives of the business communities of Hong Kong and mainland China. The event brought together around 70 business representatives, including 40 companies from Hong Kong and 30 companies from mainland China operating in finance, logistics, technology, energy, industry, and professional services.

Opening the meeting, members of the Hong Kong delegation stated that the purpose of the visit was to explore partnership opportunities between Kazakhstani companies and business entities from Hong Kong and mainland China, as well as to identify new areas for trilateral cooperation within the “Hong Kong – Mainland China – Kazakhstan” framework.

During the meeting, participants were presented with the Northern Metropolis development project. The initiative covers one-third of Hong Kong’s territory and предусматривает the creation of more than 3,000 hectares of new land, including approximately 800 hectares designated as an industrial zone. It was noted that the industrial park could serve as a gateway for Kazakhstani and Central Asian companies seeking access to the mainland Chinese market through Hong Kong as an international financial and trading hub.

Various cooperation mechanisms are being offered to investors, including public-private partnerships, joint ventures, leasing of production facilities, and co-investment opportunities. Additional advantages include a developed financial infrastructure, the application of English common law, and a comprehensive business support ecosystem.

Serik Zhumangarin noted that, thanks to its unique economic development experience, Hong Kong has become one of the world’s leading financial, trade, and logistics centers.

“We see significant potential for expanding the participation of Hong Kong partners in projects across Kazakhstan’s priority economic sectors. Kazakhstan remains a reliable and stable destination for investment, with strong creditworthiness and substantial international reserves,” the Deputy Prime Minister said.

He added that Kazakhstan’s development institutions are ready to actively attract foreign financing for major projects. In particular, the Baiterek Holding, which holds credit ratings at the sovereign level, is capable of providing up to $15–20 billion in investment financing annually and, when necessary, acting as a financial co-investor with an equity stake of up to 49% in projects.

According to Serik Zhumangarin, the development of cooperation with Hong Kong’s financial institutions and investment community is of particular interest. Promising areas include bond issuance, attracting financing in Chinese yuan, listing Kazakhstani companies on the Hong Kong Stock Exchange, and jointly implementing large-scale investment projects.

Hong Kong Chief Executive John Lee stated that the region is ready to provide Kazakhstani businesses with access to international financial markets, the infrastructure of China’s Greater Bay Area, and the opportunities offered by the Northern Metropolis, a new center for innovation, science, and technology.

One successful example of cooperation is the issuance of Chinese yuan-denominated Eurobonds by the Development Bank of Kazakhstan, listed on both the Hong Kong and Kazakhstan stock exchanges.

Another practical instrument under consideration is the Adal Fund L.P., with a target size of up to $1 billion, aimed at developing export-oriented agriculture, deep processing of agricultural products, and consolidating domestic producers.

“Over the past 20 years, Kazakhstan has attracted more than $445 billion in foreign direct investment, including approximately $30 billion from China. Investment from Hong Kong into Kazakhstan’s economy has reached nearly $740 million. We are interested in further strengthening our partnership and creating new investment opportunities for businesses in our countries,” Serik Zhumangarin said.

Frederick Ma, Chairman of the Hong Kong Trade Development Council (HKTDC), emphasized that the delegation brought together leading business representatives from Hong Kong and mainland China who are ready to implement joint projects with Kazakhstani partners.

According to him, the Hong Kong Trade Development Council has been promoting international trade relations for 60 years and today operates a network of 51 offices worldwide, including a representative office in Almaty. The office supports both Hong Kong investors entering the Kazakhstani market and Kazakhstani companies seeking to expand their presence in Asia.

As a result of the business delegation’s visit, 4 intergovernmental memorandums of understanding and 42 agreements and memorandums were signed between companies and organizations from Kazakhstan, Hong Kong, and mainland China. The documents cover cooperation in aviation, finance, trade, innovation, technology, the digital economy, and green development.

The development has successfully passed laboratory testing and is being considered for future industrial implementation.

Kazakh scientists have developed a new technology designed to increase the efficiency of gold extraction from refractory ores while simultaneously reducing processing costs. The development has successfully passed laboratory testing and is being considered for future industrial implementation.

The project was carried out by specialists from the branch of the Republican State Enterprise “National Center for Complex Processing of Mineral Raw Materials of the Republic of Kazakhstan” under the State Research and Production Association of Industrial Ecology “Kazmechanobr,” led by PhD, Associate Professor and Deputy Director for Scientific Work, senior researcher of the Precious Metals Laboratory, Bauyrzhan Surimbaev, within the framework of grant funding AP19677446.

The development addresses one of the key challenges in modern gold mining — the depletion of high-grade deposits and the growing share of low-grade, complex ores. Traditional processing methods do not always ensure high metal recovery and often require expensive reagents and strict technological conditions.

Kazakh researchers proposed two innovative technological approaches, separately tailored for oxidized and sulfide gold-bearing ores.

For oxidized ores, a pre-treatment technology using hydrogen peroxide and/or sodium acetate prior to heap leaching has been developed. This approach increased gold recovery by up to 7%, and by 10–14% when the reagents were used in combination.

For sulfide ores, the scientists implemented a process involving the production of a rich gravity concentrate followed by intensive cyanidation. The use of sodium acetate further increased gold recovery by up to 4% and reduced the amount of precious metal remaining in processing tailings. In addition, sodium acetate is being considered as a promising partial alternative to expensive reagents, making the process more cost-effective.

According to the developers, the main value of the project lies in its comprehensive approach, which allows technological solutions to be adapted to different types of mineral raw materials and improves the overall depth of resource processing.

The high scientific level of the project is confirmed by international recognition. The research has resulted in six scientific publications, including two monographs and four articles in high-impact international journals indexed in Scopus and Web of Science (Q1 and Q2), such as Mineral Processing and Extractive Metallurgy Review (Taylor & Francis), Mining, Metallurgy & Exploration (Springer Nature), and Heliyon (Elsevier).

The project is also contributing to academic development, with one PhD candidate currently completing a dissertation on the topic.

In the future, the developers plan to move toward industrial-scale testing of the technology and continue searching for new reagent solutions to improve the processing of various types of gold ores.

This development opens new opportunities for deeper and more cost-effective processing of mineral resources, higher precious metal recovery, and the advancement of Kazakhstan’s mining and metallurgical science.

The new requirements are part of a broader state policy to support domestic producers. Legislation already mandates a mandatory share of Kazakhstani goods in retail outlets.

The requirement for the "Made in Kazakhstan" labeling now applies not only to retail chains but also to online platforms. The Ministry of Trade and Integration of Kazakhstan is strengthening the rules for promoting domestic goods both in offline retail and e-commerce. Marketplaces will be required to implement mandatory mechanisms for the priority display of Kazakhstani products in search results and to create separate "Made in Kazakhstan" sections. Currently, the package of relevant legislative amendments is undergoing coordination procedures with interested state bodies. This was stated by the Acting Minister of Trade and Integration of the Republic of Kazakhstan, Aizhan Bijanova, at the round table "Promotion of the national brand 'Made in Kazakhstan' in retail chains."

The new requirements are part of a broader state policy to support domestic producers. Legislation already mandates a mandatory share of Kazakhstani goods in retail outlets. Today, it constitutes at least 30 percent of the assortment. An additional up to 20 percent of shelf space can be allocated through support programs involving the "Damu" fund. In total, domestic products can occupy up to half of a store's assortment.

"At the same time, it is no less important for the buyer to see the domestic product. Therefore, the legislation establishes requirements not only for the quantity but also for the quality of the display of domestic products. Products from domestic manufacturers should be placed in visually and physically accessible locations at the buyer's eye level. This is the so-called 'golden shelf.' It is from this shelf that the buyer takes the product first. I think the Kazakhstani producer has the right to this place," noted Aizhan Bijanova.

The effectiveness of such approaches is confirmed by the results of an experiment by the National Analytical Center at Nazarbayev University. Together with the Magnum retail chain, researchers tested behavioral tools to promote Kazakhstani cheeses. The project was implemented with methodological support from the British company Behavioural Insights Team, specializing in behavioral science.

The stores used simple visual solutions: banners, shelf dividers, stickers, shelf strips, and audio announcements emphasizing the "Made in Kazakhstan" labeling. The experiment took place in a real shopping environment over four weeks.

The result exceeded international benchmarks. Sales of Kazakhstani cheese in the pilot stores increased by 20 percent. For comparison: the global average effect of similar behavioral tools is estimated at about 8 percent.

"We decided to test behavioral tools in the Kazakhstani context using cheese as an example. Cheese is on the list of basic food products, yet it has a high share of imports (47%). In just 4 weeks of the experiment, sales of Kazakhstani cheese in the pilot stores increased by 20%! This is a very high indicator. Our experiment proves that Kazakhstani people are ready to show 'economic patriotism'; they just need help making this choice in the store, that is, making the product more recognizable and visible," noted Saltanat Dzhanenova, Director of the Center for Public Administration and Behavioral Public Policy of the NAC.

The Ministry is also strengthening control over compliance with the requirements. Appeals about violations of the legislation can serve as grounds for unscheduled inspections. Fines are provided for restricting access of domestic goods to retail networks, failure to comply with instructions, and violation of terms of work with suppliers.

In parallel, the MTI is preparing new legislative changes. It is planned to introduce the concept of an "unproductive intermediary," strengthen control over trade barriers, and enshrine the obligation of retail outlets to provide domestic producers with access to retail space when vacancies are available.

It was noted that the project is being implemented in accordance with the adopted Constitutional Law of the Republic of Kazakhstan "On the Special Legal Regime of Alatau City," which provides special conditions for doing business, simplified administrative procedures, and a stable and predictable regulatory environment for foreign investors. Representatives from KIND, Korea Eximbank, Doosan Energy, KNOC, Shinhan Securities, BNK Financial Group, and other leading South Korean corporations and financial institutions participated in the discussions.

A number of bilateral meetings with current and potential investors took place on the sidelines of the roundtable. The parties discussed specific projects, prospects for expanding industrial cooperation, and new areas of collaboration.

According to Kazakhstan Temir Zholy, from September 2025 to April 2026, Kazakhstan exported 11.1 million tons of grain and flour in grain equivalent, marking a 13% increase compared to 9.8 million tons during the same period a year earlier.

The growth was driven by steady demand in traditional export markets, improved logistics, and government support measures for the agricultural sector.

Significant increases were recorded across key destinations. Exports to Uzbekistan rose by 13.8% to 9.3 million tons, shipments to Kyrgyzstan grew 1.6 times to 440 thousand tons, supplies to Afghanistan increased by 51% to 1.8 million tons, and exports to Turkmenistan expanded 1.5 times to 183 thousand tons.

This upward trend highlights the strong competitiveness of Kazakh grain in international markets and reinforces the country’s position as a leading agricultural exporter in the region. Efforts to diversify export destinations, enhance transport and logistics infrastructure, and increase value-added production are ongoing.

Prime Minister Olzhas Bektenov emphasized the role of railways in ensuring sustainable economic growth and noted that holding the Conference creates opportunities for constructive dialogue and strengthening partnership between countries.

In Astana, Prime Minister of the Republic of Kazakhstan Olzhas Bektenov participated in the 40th Meeting of the Conference of General Directors of Railways of the Organization for Co-operation between Railways (OSJD), dedicated to the organization’s 70th anniversary. The forum brought together more than 300 heads and representatives of railways and railway transport companies from over 30 countries. The OSJD unites a network of more than 320,000 km of railways, which annually transport about 5.5 billion passengers and approximately 5 billion tons of cargo.

The anniversary meeting served as a platform for finding coordinated approaches to the development of international railway transportation, discussing the achievements of member countries, and exploring prospects for further cooperation. Attention was focused on increasing freight volumes, modernizing infrastructure, transitioning to paperless technologies, introducing intelligent management systems, and training personnel.

Prime Minister Olzhas Bektenov emphasized the role of railways in ensuring sustainable economic growth and noted that holding the Conference creates opportunities for constructive dialogue and strengthening partnership between countries.

The Head of the Kazakh Government informed the participants that under the leadership of President Kassym-Jomart Tokayev, Kazakhstan has entered a new stage of development. In March this year, a new Constitution was adopted, which will also give additional impetus to economic development.

“The railway sector of Kazakhstan, which plays a crucial role in economic development, is aimed at improving the quality of life of the population and achieving sustainable growth. It is symbolic that the meeting dedicated to the 70th anniversary of the Organization is taking place here — at the crossroads of great routes, in the very heart of Eurasia. A modern and efficient transport system allows us to integrate into the global economy and fit into international supply chains,” Olzhas Bektenov noted.

Emphasis was placed on further increasing Kazakhstan’s transit potential.

“Our common goal is to turn Eurasia into a single, seamlessly functioning transport mechanism. Kazakhstan is the world’s largest landlocked country. However, we are working to turn this geographical challenge into our strategic advantage. Over the past 15 years, we have invested about $35 billion in the transport sector and built more than 2,500 km of new mainline railways. Today, about 85% of all overland transit traffic along the Western Europe–Western China route passes through Kazakhstan. We are not stopping there. In the next four years, we plan to build another 5,000 km of new railways. Our goal is to increase transit volume to 100 million tons per year by 2035,” the Prime Minister emphasized.

Among the key directions is the development of the Trans-Caspian International Transport Route (Middle Corridor), within which the modernization of railway and port infrastructure is underway. In particular, container capacities at the ports of Aktau and Kuryk are being expanded with the involvement of international partners. By 2029, it is planned to increase cargo volumes from 80,000 to 300,000 TEU per year. Cargo delivery times have already been reduced to 18 days, and in the future they will be shortened to 10 days.

The international North–South transport corridor is also being developed, providing the shortest access to the markets of the Persian Gulf and India.

A priority for the state remains the introduction of digital technologies in the sector.

“Attaching great importance to the development of digital technologies, President Kassym-Jomart Tokayev has declared 2026 the Year of Digitalization and Artificial Intelligence. We are implementing the TezCustoms platform, which has already reduced border clearance time with China from 8 hours to 30 minutes. This work continues with other countries,” the Prime Minister emphasized, calling on participants of the Organization for Co-operation between Railways to actively use advanced digital solutions to increase the capacity of railway networks.

During the meeting, the sides reviewed prospects for cooperation in environmental protection in line with Kazakhstan’s updated constitutional provisions and the “Taza Kazakhstan” initiative.

On the same day, construction officially started on the first phase of the “Ecopark Energy of Astana” project, aimed at processing solid household waste and generating electricity. The project involves $180 million in investment, with an initial capacity of at least 1,500 tons of waste per day and electricity generation of 50 MW. Special emphasis is placed on advanced technologies, including a multi-stage emissions treatment system. A joint venture, LLP “East Hope,” has been set up, with commissioning scheduled for June 2029.

Bektenov highlighted that strong and trust-based relations between the two countries’ leaders create a solid foundation for implementing joint projects. He noted the strategic importance of the ecopark for both the capital and the country, assuring comprehensive government support and поручив рассмотреть возможность тиражирования проекта в других регионах.

Wang Gan, in turn, confirmed the company’s intention to move forward with a second phase, which would enable full utilization of accumulated waste at landfills. He also pointed to the company’s experience, which includes 57 waste-to-energy facilities in China with a combined capacity of 79,000 tons per day.

The parties emphasized that the project would serve as another example of effective investment and technological cooperation between Kazakhstan and China. They also discussed opportunities in modernizing coal-fired and gas power plants, as well as localizing production.

Following the meeting, both sides reaffirmed their commitment to timely implementation of the project and further expansion of cooperation in promising areas.

The inspection revealed that two communal enterprises in the region were using control metering devices (electricity meters), ammeters, and voltmeters that had not undergone mandatory metrological verification.

The Department of the Committee for Technical Regulation and Metrology in the Turkestan region has uncovered violations of Kazakhstan’s law “On Ensuring Uniformity of Measurements” during inspection activities.

It was found that two municipal enterprises were operating electricity meters, as well as ammeters and voltmeters, without undergoing mandatory metrological verification.

Under current regulations, all measuring devices used for billing between service providers and consumers, as well as for industrial safety purposes, must have valid verification certificates. The use of unverified equipment can distort actual consumption data and raise concerns about the safety of electrical networks.

The department stressed that the accuracy of such instruments is crucial not only for correct billing but also for technical safety. Faulty readings from voltmeters and ammeters may lead to incorrect assessments of network loads, increasing the risk of accidents, while unverified meters infringe on consumers’ rights to accurate information.

Following the inspection, the enterprises were held administratively responsible. Fines totaling 3,892,500 tenge were imposed, and orders were issued to eliminate the identified violations.

The total amount of fines imposed has exceeded 56 million tenge, reflecting both increased detection rates and the systematic nature of enforcement efforts.

The Ministry of Trade and Integration of the Republic of Kazakhstan is strengthening state oversight in the trade sector, steadily improving the effectiveness of its supervisory activities. Since the beginning of the year, 1,485 business entities have been brought to administrative responsibility, accounting for about 43% of the total violations recorded throughout 2025 (3,437 rulings). The total amount of fines imposed has exceeded 56 million tenge, reflecting both increased detection rates and the systematic nature of enforcement efforts.

The most common violation remains exceeding the установленный maximum trade markup on socially significant food products. All rulings issued since the start of the year have resulted in fines. A significant share of these cases involves markups exceeding the allowed limit by more than 15%, along with violations such as price discrepancies, missing price tags, and repeated non-compliance with legal requirements.

Some cases also involve obstruction of officials’ duties and failure to comply with directives issued by state supervisory authorities.

Particular attention is being given to monitoring price formation at every stage of the supply chain, from producers to final retail. In this context, regional commissions are actively working to identify intermediary schemes, focusing on eliminating inefficient intermediaries and detecting inflated markups.

Since the beginning of the year, 302 commission meetings have been held, resulting in the identification of 850 legal violations. Following these reviews, 777 administrative rulings were issued, and 73 inefficient intermediaries were removed from supply chains, improving pricing transparency.

The measures being implemented, including stricter oversight and the introduction of digital tools, are aimed at enhancing market transparency and ensuring timely detection of violations. This work will continue with a focus on preventing unjustified price increases, reducing excessive intermediary links, and ensuring strict compliance with trade regulations.
