The Ministry of Trade and Integration of the Republic of Kazakhstan is strengthening state oversight in the trade sector, steadily improving the effectiveness of its supervisory activities. Since the beginning of the year, 1,485 business entities have been brought to administrative responsibility, accounting for about 43% of the total violations recorded throughout 2025 (3,437 rulings). The total amount of fines imposed has exceeded 56 million tenge, reflecting both increased detection rates and the systematic nature of enforcement efforts.

The most common violation remains exceeding the установленный maximum trade markup on socially significant food products. All rulings issued since the start of the year have resulted in fines. A significant share of these cases involves markups exceeding the allowed limit by more than 15%, along with violations such as price discrepancies, missing price tags, and repeated non-compliance with legal requirements.

Some cases also involve obstruction of officials’ duties and failure to comply with directives issued by state supervisory authorities.

Particular attention is being given to monitoring price formation at every stage of the supply chain, from producers to final retail. In this context, regional commissions are actively working to identify intermediary schemes, focusing on eliminating inefficient intermediaries and detecting inflated markups.

Since the beginning of the year, 302 commission meetings have been held, resulting in the identification of 850 legal violations. Following these reviews, 777 administrative rulings were issued, and 73 inefficient intermediaries were removed from supply chains, improving pricing transparency.

The measures being implemented, including stricter oversight and the introduction of digital tools, are aimed at enhancing market transparency and ensuring timely detection of violations. This work will continue with a focus on preventing unjustified price increases, reducing excessive intermediary links, and ensuring strict compliance with trade regulations.
