The Ministry has developed amendments aimed at expanding the range of imported raw materials for local enterprises, which qualify for deferred VAT payment on imports. The changes are intended to support the country’s processing and chemical industries.
The draft order proposes adding new categories of raw materials and components required for the production of Kazakh goods, including pesticides. At the same time, the MNE is updating the list of taxpayers eligible for this support measure.
It is also planned to remove from the current lists goods that are already fully produced domestically. The amendments are being introduced to the order of the Deputy Prime Minister – Minister of National Economy of the Republic of Kazakhstan dated November 28, 2025, No. 126, “On Approval of Lists of Goods Imported into the Territory of the Republic of Kazakhstan for the Purpose of Producing Goods, excluding goods imported from the member states of the Eurasian Economic Union intended for processing, as well as taxpayers of the Republic of Kazakhstan importing such goods.”
The adoption of the draft is expected to improve state support mechanisms for the processing and chemical industries and ensure that the lists of goods and taxpayers remain up to date.
